The role of Embrapa's Ombudsman is to defend the corporation's internal and potential client's rights and interests as he receives, assesses, and redirects their claims, complaints, suggestions, opinions, questions, and compliments, and also to improve the relationship between the corporation and its clients and users in the light of continuously optimized management processes.

Embrapa's current Ombudsman, Emilson França de Queiroz, is an Agricultural Engineer, a title obtained in 1965 from the National Agronomy School (ENA) of the then Rural University of Brazil, under the Ministry of Agriculture. He then obtained a Master's degree in Agronomy, in 1975, from the College of Agronomy and Veterinary Medicine of the Federal University of Rio Grande do Sul and a PhD in Agronomy, in 1988, from the University of São Paulo Luiz de Queiroz College of Agriculture. A journalist, accreditation number 10,0049, DRT/DF. He worked as a researcher at the then Department of Agricultural Research and Experimentation (DPEA), of the Ministry of Agriculture, from March 1966 to August 1974, when he led the pioneering stage of the Federal Agricultural Survey in the Northern region of Paraná state, which aimed at the establishment of the scientific and technological foundations for soybean cropping in Paraná. In 1974 he became a member of the team of founders of the National Center for Soybean Research, which would later become Embrapa Soybeans, located in Londrina, where he continued leading and conducting research in the area of Agrometeorology of soybean crops at a national level. He was the Director of the 8th District of Meteorology, located in Porto Alegre, RS, from 1985 to 1988. He was Director General of the National Institute of Meteorology, located in Brasilia, DF, from 1988 to 1990. In that period he was also Permanent Representative of Brazil at the World Meteorological Organization, a specialized agency of the United Nations located in Geneva, Switzerland, and an elected member of its Executive Board. Furthermore, he integrated the Brazilian Commission of Space Activities (COBAE), in the Army, and the United Nations Conference on Environment and Development (Rio-92) Organizing Committee. From 1991 on, he worked in Science and Technology Policy management, at Embrapa's Department of Research and Development. Executive secretary of Embrapa Headquarters' Technical Committee (CTS). Executive secretary of the Frederico de Menezes Veiga Award (2009). From 2009 to 2018, he was a researcher at Embrapa Technological Information, with the roles of Technical Coordinator and Chief Editor of the Brazilian Agricultural Research Journal (PAB) until January 2018, as well as Chief Editor of the Brazilian Veterinary Research Journal from January 2015 to March 2017. In 2018 he became a researcher of the Secretariat of Research and Development. Excellency and Quality Brasil Award 2018, with a Commendation, granted by the Brazilian Leadership Association, in July 2018. Order of Merit award, granted by the São Paulo Press Association, in November 2018. Excellency and Quality Brasil Award 2019, at Master Chanceler level, granted by the Brazilian Leadership Association, in July 2019. In April 2019 he was allocated to Embrapa's Ombusman's Office.
